ATLANTA, Ga. — In a disturbing act caught on camera, Tremar Harris, a 37-year-old Black inmate, was choked by a White jail guard while restrained. William Rentz, a White jail guard at a facility in Appling County, Georgia, was captured on video strangling Harris with a handcuff chain while three other officers stood by and watched.

The 2022 video footage, which has only recently been released, shows Rentz choking Harris with a chain while the inmate was restrained in a self-harm prevention chair, using racially charged threats such as threatening to put him “back in the cotton field with the other boys.” Rentz’s statement, laden with historical connotations of slavery and segregation, underscores the racial power dynamics at play within the institution.
Moreover, the cruel scene unfolded under the watchful eyes of three other officers—Daydan Brannon, Cannon McLeod, and Ansley Fennell—who did nothing to intervene. Their inaction raises questions about complicity at the facility, further highlighting visible systemic racism.

The incident has sparked outrage and led to a federal lawsuit against the officers involved. Civil rights attorney Harry Daniels, representing Harris, has condemned the officers’ failure to act. “These three officers had a legal and moral duty to protect Tremar Harris. But they did nothing,” Daniels stated.
Daniels then criticizes the officers’ inaction as a failure of moral duty and legal responsibility. “Instead of doing their jobs stopping this unlawful, hateful and sadistic act, they chose to stand and watch as their fellow officer tortured a fellow human being.”
The Georgia Bureau of Investigation’s probe revealed that Rentz’s actions were not just cruel but potentially lethal. Subsequently, Rentz was terminated from his position and charged with aggravated assault, violation of oath of office, and battery.
