CHICAGO — Texas Democrats are breaking quorum and fleeing to Illinois in a bold act of resistance—one meant to stop President Donald Trump’s latest power grab.
President Donald Trump explicitly called on Texas Republicans to redraw the congressional map “to give Republicans five more House seats,” framing it as a strategic step to maintain GOP control heading into the 2026 midterms.
At the center of the standoff: a Republican push to redraw Texas congressional districts in the middle of the decade, a move encouraged by Trump. The goal? Create at least five new GOP-friendly seats, even if that means erasing the political power of Black and Brown voters across Texas. Legal scholars have warned that Republicans’ efforts to crack the minority-majority districts are unconstitutional and violate Section 2 of the Voting Rights Act, which could be rolled back by a conservative Supreme Court.
But Texas Democrats aren’t going down without a fight.

“Their attempts to disenfranchise Texans—the tool they’re using is a racist, gerrymandered map. A map that seeks to use racial lines to divide hardworking communities who have spent decades building up their power and strengthening their voices,” Texas minority-leader Rep. Gene Wu said at a Sunday evening press conference.
“Governor Abbott is doing this in submission to Donald Trump, so that Donald Trump could steal these communities’ power and voice,” he added.
State Rep. Wu also accused Texas Republican lawmakers of using Texas flood victims as political pawns, ignoring disaster relief while secretly advancing gerrymandered maps designed to silence Black and Latino voters.
They Can’t Arrest What They Can’t Reach
They’re fleeing the state because they have to. Texas Governor Greg Abbott has threatened to arrest lawmakers who skip votes and remove them from office. And under Texas law, once the House breaks quorum, state troopers can round up missing members—so long as they’re still within state lines.
By crossing the border, Democrats are not just escaping Republican retaliation; however, they’re halting business in the Texas Legislature altogether. No quorum means no vote or a rigged map.
“This is a righteous act of courage—and we can all take a page from these leaders’ playbook,” Illinois Governor JB Pritzker said during the press conference. “Trump came up with a new scheme: rig the system by ramming through a corrupt mid-decade redistricting plan that would steal five congressional seats.”
However, Texas Democrats risk a hefty $500 fine for each day they remain absent from the state.
When asked whether he would help cover the costs, Governor Pritzker responded, “They have a right to raise money, by the way, to support their endeavor.”
