AUSTIN, Texas — In a dramatic display of protest inside the Texas Capitol, State Representative Nicole Collier (D–Fort Worth), one of the longest-serving Black women in the Texas House, spent the night confined in the House chamber after refusing to sign a Republican-issued “permission slip” that would have placed her under constant police escort.
The unprecedented standoff unfolded Monday as Democrats returned from a two-week quorum break aimed at blocking a Republican redistricting plan pushed at the request of former president Donald Trump. The GOP maps, if approved, would secure five new congressional seats for Republicans while dismantling heavily Black and brown districts in Dallas, Houston, and Fort Worth.

Locked In for Refusing to Be “Policed”
Upon their return, Texas House Speaker Dustin Burrows ordered Democrats to sign a written agreement promising they would remain in the Capitol under the watch of the Department of Public Safety until the next scheduled vote.
Rep. Collier refused.
“I will not agree to be in DPS custody. I’m not a criminal,” Collier said, standing on the House floor. “This is my form of protest.”

By declining to sign, Collier was effectively barred from leaving the chamber. Capitol police denied her freedom of movement, forcing her to spend more than 20 hours locked inside the House chamber — a place where she was elected to serve, not imprisoned.
Habeas Corpus and Human Dignity
Collier has since filed a habeas corpus petition challenging the legality of what she called an “illegal confinement.” Civil rights attorneys note the unprecedented nature of Republicans using state police to monitor and restrict the movements of elected officials, especially Black women legislators.
“This is about dignity and democracy,” Collier said. “I won’t be treated like a criminal simply because I disagree with their partisan maps.”

Texas Democrats argue the GOP’s mid-decade redistricting plan amounts to racial gerrymandering. They say it strips power from Black and Latino communities, reshaping the state’s political landscape.
