GREENWOOD DIST. – District 1 Tulsa City Councilor Vanessa Hall-Harper will hold her seat after defeating Angela Chamber. Hall-Harper earned 66.29% of the vote, while Chamber earned 33.71%.

Vanessa Hall-Harper Celebrates Victory, Angela Chambers Calls for Increased Voter Participation

“I am once again so very honored to have been selected by District 1 voters to continue serving as city councilor,” Hall-Harper told The Black Wall Street Times. Quoting Shirley Chisholm, the city councilor, then said, “‘You don’t make progress standing on the sidelines whimpering and complaining, you make progress by implementing ideas’. We have and will continue to implement ideas that improve the quality of life for District 1. Power to the People.”

Vanessa Hall-Harper’s opponent, Chambers had this to say: “It’s so alarming – and I said this even before the end results of this election. I said, – it’s hard to call it a win when you have 20, over 21,000, people that can vote in district one, and we have less than 4,000 less than 5,000 in instance, going to the polls to vote. We’re talking about a small number of people deciding for everybody, and that’s we’ve got to wake up Tulsa, district one.”

Chambers urged the community to collaborate with Councilor Vanessa Hall Harper to effectively advocate for District 1. She emphasized the importance of attending Wednesday night city council meetings to ask questions and voice their concerns and issues. Further, Chambers stressed the need for the community to ensure that Councilor Hall Harper’s actions reflect the needs and priorities of their district.

District 1 city councilor voter turnout was highest in 2020, with 5,203 total votes. In 2022, turnout decreased significantly to 2,969 total votes. In 2024, the turnout increased again to 4,686 total votes, approaching the 2020 levels but not surpassing them. This pattern suggests that mayoral elections in 2020 and 2024 likely drove higher voter participation compared to 2022 when there was no mayoral race.

As Vanessa Hall-Harper prepares for another term representing District 1, the focus now shifts to engaging the community in the democratic process and addressing the concerns highlighted by her opponent, Angela Chamber. With voter turnout still a concern in the upcoming Tulsa mayoral race in November, both Hall-Harper and Chamber emphasize the importance of civic engagement.
